Pastors Joe & Racquel Manase

Pastors Joe and Racquel have been part of City Impact Church for nearly 20 years, serving on the Leadership Team for over a decade. In July 2022, they stepped into the role of Lead Pastors, following Pastors Peter and Bev Mortlock who now serve as Founding Pastors. 

They have led in many areas of ministry, including Youth and pioneering our Westgate Location. Married for more than 10 years with four beautiful children, Florence, Sophia, Archer and Poppy. 

They are passionate about building God’s Church and seeing people encounter His goodness. Honoured to continue the 40-year legacy of City Impact Church. Joe and Racquel carry a deep vision for this generation. Their heart is that every person would find a place to belong in church and continue growing in their relationship with God.

City Impact Church was Founded by

Pastors Peter & Bev Mortlock

On July 4th, 1982, Pastors Peter and Bev Mortlock, with a strong call from God, pioneered what would become City Impact Church, then known as Bays Christian Fellowship.

They faithfully served as Senior Pastors for over 40 years, building by the grace of God a significant and influential church, seeing thousands come to know Jesus and expanding into multiple locations across New Zealand and internationally.

Today, as Founding Pastors, they continue to provide apostolic oversight while supporting the leadership of Ps Joe and Raquel Manase as the Church continues to grow and impact generations.

On July 4th, 1982, Pastors Peter and Bev Mortlock, with a strong call from God and as two young and humble individuals, set out to pioneer what would become City Impact Church, then known as Bays Christian Fellowship. With their two young sons and a small advertisement placed in the local newspaper that attracted a handful of people, they began a lifelong journey of faith and obedience.

From the outset, Ps Peter and Bev carried a clear and enduring vision: to reach their nation for Christ. Over 40 years, they faithfully served as Senior Pastors, building by the grace of God one of the most significant and influential churches in New Zealand has seen.

Ps Peter’s first message that morning in July, “Unless the Lord builds the house, we labour in vain,” continues to echo through the decades. With the conviction that God Himself builds His Church, they have consistently acknowledged His faithfulness in every season.


Throughout the years, thousands have come to know Christ. Many have been encouraged into unity, maturity and wholeness, experiencing the blessing of God as the Church has sought to establish the Kingdom of God on earth.


From the North Shore location, the church expanded into multiple locations both across New Zealand and internationally. Alongside this growth came the establishment of orphanages, medical clinics, a Christian private school on the North Shore in 2004, childcare centres across New Zealand and a thriving Arts Academy.


In 2005, they undertook the development of a state-of-the-art facility featuring a 2,200-seat sanctuary, built largely through volunteer labour. The facility also includes a dance studio, function rooms, lecture spaces, offices, sound and television studios and a café. It stands as a testament to the dedication and faith of the church community.


For over 20 years, Ps Peter and Bev also ministered through the mainstream television program “Impact for Life,” which reached audiences across New Zealand and was broadcast into 132 nations.


In 2008, they launched one of the church’s key outreach initiatives, Community Impact Days. These mobilise the church to serve both practically and spiritually, supporting families in vulnerable or disadvantaged situations. This continues today alongside weekly food distribution to hundreds of people.


They have been deeply grateful for the many faithful individuals who have served alongside them over the decades, including elders and leaders who have remained committed for 35 to 40 years, providing strength and stability to the church.


Reflecting on the journey, Ps Peter has often expressed gratitude for the collective effort of the church family, acknowledging that the vision has been carried forward through the dedication of many.


Ps Peter and Bev have consistently ministered together nationally and internationally, with Ps Peter carrying a strong heart for the lost and a deep love for the Church, while Ps Bev ministers with a prophetic gift, speaking into the lives of many and declaring the promises of God.


After 40 years of leadership, on July 4th, 2022, at the age of 73, Ps Peter and Bev transitioned leadership into the next generation. They ordained Ps Joe and Raquel Manase as Lead Pastors, with great joy and confidence in the future.


They continue to celebrate and support the ongoing growth of the church under Ps Joe and Raquel’s leadership, while remaining involved in ministry both locally and internationally in an oversight and apostolic capacity, encouraging and strengthening the church.

At City Impact Church, we believe in being “large enough to make a difference, yet small enough to care.” Each year, we are honoured to extend the reach of the gospel across New Zealand and beyond, impacting lives in countries such as India, Mexico, the Philippines, Tonga, Thailand, Nepal, India, Tanzania and Fiji. It is truly a privilege to witness the global impact we can make together.

Through our Here to Help and Community Impact initiatives, we can reach out to those in need in our Local communities providing meals, clothes, blankets and home and garden makeovers.

He is eternal, and co-equal with the Father and the Son. He dwells within believers, revealing the Son and the Father to us, and guiding us into all truth. Every human personality is uniquely created, and is worthy of dignity, respect and Christian love. Man was created to be in relationship with God but was separated from God through disobedience. As a result, man cannot attain a right relationship with God through his own effort.

The penalty for sin is eternal death and separation from God. However, God loved us so much that He gave us His only Son, Jesus, to pay the penalty for us through His death on the cross. Because Jesus was sinless, death had no power over Him. He defeated death in His resurrection so that we could have life. He was the only one who could pay the price for the sin of all mankind and restore us to relationship with God. The only way to be cleansed from sin is to repent, put our faith in Jesus and receive God’s forgiveness. This is called being ‘born again’. Salvation is a gift from God, and it cannot be earned through our own efforts.

Christ is coming again and those who have put their faith in God will live with God forever in heaven. Hell was intended for Satan and his fallen angels. However, those who do not repent of sin and receive salvation in this life will be eternally separated from God in hell.

Jesus established the Church to be His vehicle to continue the work that He started here on earth. The Bible describes the Church as the Body of Christ. We have a contemporary style and maintain a conservative theological position. We believe in baptism by immersion in the name of the Father, Son and Holy Spirit for all believers. We believe in participating in Communion together. We believe all that the Bible teaches and seek to live faithful, fruitful and fervent Christian lives. Our mission is to see souls saved, to grow people into unity, maturity and wholeness and to worship and glorify God.
